Uromyces valerianae
Uromyces valerianae is a gall-causing rust fungus affecting Common Valerian and Marsh Valerian. The small uredinia and telia are brown
Puccinia commutata also affects certain Valerian plants, but the telia are black whereas those of Uromyces valerianae are brown.

Seems to be quite widespread in Britain.
